He was previously Assistant Secretary of Education for the Office for Civil Rights, from June 26, 1981 to May 6, 1982, Chair of the Equal Employment Opportunity Commission, from May 6, 1982 to March 8, 1990, and a Judge of the U.S. Court of Appeals for the District of Columbia Circuit, from March 12, 1990 to October 23, 1991.
